An user expects the client to ask for the time when the alarm should 
ring, not the time some 30 minutes earlier when an alarm procedure 
is initiated.

Of course, if somebody wants an alarm to ring at, say, 00:15 on day X, 
the client should set the procedure starting time at 23:45 on day X-1.
